Legal Officer

Purpose of the Position
The Legal Officer is responsible for providing accurate legal counselling, supporting civil documentation processes, and contributing to legal awareness activities for vulnerable communities. The role ensures that services are delivered in line Moomken standard of quality and Standard Operating Procedures and Libyan legal frameworks while upholding confidentiality of all shared case information.
Duties and Responsibilities
- Provide remote and in-person legal counselling on civil documentation, family law queries, and basic legal procedures relevant to vulnerable communities in Libya.
- Support civil documentation processes, including clarifying requirements, reviewing documentation, preparing case files, and facilitating appointments with civil registry offices where feasible.
- Identify and prioritize cases with heightened protection risks and initiate referrals to relevant protection services and partners through established referral pathways.
- Conduct or support legal awareness sessions at partner offices or other locations when needed, ensuring content accuracy and the use of approved materials that are relevant and up to date for each session’s topic.
- Ensure all case files, notes, and referrals are documented and stored in line with data protection standards and confidentiality requirements.
- Monitor and report on emerging legal trends and challenges affecting persons of concern, providing input and information on trends to help improve future services.
- Prepare weekly and monthly reports on all conducted legal counselling activities, referrals, and service provided, highlighting all achievement, progress and challenges.
- Maintain strong coordination with partner Protection teams, civil registry offices, municipal authorities, and other relevant stakeholders.
- Supervise and assign tasks to the Legal Field Assistant, including providing support, guidance on any legal components and activities.
Requirements
- Strong understanding of the Libyan legal system, specifically civil documentation and family law.
- Ability to provide clear, accurate legal information in a simple, accessible manner to different types of audiences.
- Strong commitment and understanding of confidentiality within a legal context.
- Excellent communication, problem-solving, and analytical skills.
- Ability to work under pressure, manage a caseload, and maintain organized records.
- Experience in facilitating trainings and awareness sessions.
Qualifications
- Bachelor’s degree in Law (required).
- Minimum 2–3 years of relevant experience in legal assistance, humanitarian work, or protection programs.
- Previous experience working with vulnerable communities in Libya is an advantage.
- Fluency in Arabic and proficiency in English (written and verbal).
- Computer literacy, including MS Office and data collection tools.
- Experience in data management and reporting.
- Previous supervisory experience is an asset.
